There was a report that the national flag was lowered & in place of that a saffron flag was put up but there was no national flag on the poll. Only a saffron flag was hoisted on top of the poll& later they removed it themselves: Shivamogga SP BM Laxmi Prasad.

On February 8, Congress leader DK Shivakumar and a number of media outlets and journalists stated that the Tricolour had been taken down and replaced with a saffron flag at a college in Shimoga.

“Some anti-national elements linked with the BJP have pulled down the national flag in a college in Shimoga,” Congress leader DK Shivakumar claimed in a tweet. As a show of support, I urge everyone to post a photo of themselves holding the national flag.”
