According to the news agency AFP, the news came in that Russian president Vladimir Putin has released Roscosmos chief Rogozin from his duty.
In order for an American astronaut, most likely Frank Rubio, to fly on the Soyuz MS-22 mission launching later in September and a Russian cosmonaut, Anna Kikina, to fly on the Crew-5 Crew Dragon mission in early September, officials from NASA’s International Space Station stated in April that an agreement between NASA and Roscosmos needed to be finalised by late June.
Both organisations have not acknowledged that the deal is in place or finalised crew assignments for the two missions launching in September, despite the Russian government giving its consent on June 10 to allow Roscosmos to finish an agreement on trading seats with NASA.
Today NASA has made a statement that the US will resume space station flights with Russia.
