Sim switching and replacing are likely called as sim swapping and cloning. They are the two distinct methods by which a third party can tap a mobile phone’s sim cards. Sri Lankan police can access all your calls which are received or made and also the sms messages of your mobile phones. However, WhatsApp is using a 256-bit end-to-end encryption and hence WhatsApp calls cannot be traced. The government will not be able to access or check your content after being connected on the Israeli spyware.
