It means he first charged his phone up to 80% from 15% to check the battery health of his phone.
And after doing that he wrote, “Now it’s reporting 45% battery life”. Then he wrote, “ever since I had this phone I thought that battery life was crap, but I thought it was the software, could it be that the battery is defective from the start?”
